English Premier League football club Chelsea has today (Friday) been banned from signing players for two transfer windows after Fifa, the sport’s global governing body, found that it was guilty of breaching rules relating to the international transfer and registration of players under the age of 18.

Chelsea was found to have breached article 19 of the regulations in the case of 29 minor players. Fifa said the club has also committed several other infringements relating to registration requirements for players.

The London club has also breached article 18b of the regulations in connection with two agreements it concluded relating to minors and which allowed it to influence other clubs in transfer-related matters.

As a result, the Fifa Disciplinary Committee has banned Chelsea from registering new players at national and international level for the next two complete and consecutive registration periods. The ban applies to the club as a whole, with the exception of women’s and futsal teams. Chelsea will still be permitted to release players.

The club has also been fined CHF600,000 (€529,000/$599,000) and given a 90-day period to “regularise” the situation of the minor players concerned.

Additionally, the English Football Association (FA) has been fined CHF510,000 for breaching rules in connection with minors. The FA has been given a period of six months to address the situation concerning the international transfer and first registration of minors in football.


The decisions can be contested before the Fifa Appeal Committee
